 3.  Lesson 3 of 6

Some ideas appear again and again across APTET: in Child Development and Pedagogy,
in the methodology parts of every subject, and in classroom scenario questions.
This lesson gives you a quick map of the most important **policies** and **thinkers**.
You will study each in depth in the CDP courses; here the aim is to build a strong
mental framework.

## Key policies and Acts

  |  Document |  Year |  Big ideas |
   | National Curriculum Framework (NCF) | 2005 | connect knowledge to life outside school; move away from rote learning; enrich the curriculum beyond textbooks; flexible examinations |
 | Right of Children to Free and Compulsory Education (RTE) Act | 2009 | free and compulsory elementary education for children aged 6 to 14; child-friendly schools; no physical punishment or mental harassment |
 | AP State Curriculum Framework (APSCF) | 2011 | Andhra Pradesh’s curriculum framework, aligned with NCF 2005 |
 | National Education Policy (NEP) | 2020 | 5+3+3+4 school structure; focus on foundational literacy and numeracy; mother tongue or local language as medium where possible, at least up to Class 5; competency-based assessment |
 | National Curriculum Framework for School Education (NCF-SE) | 2023 | detailed curriculum guidance for implementing NEP 2020 across school stages |

### The 5+3+3+4 structure

NEP 2020 divides schooling into four stages: **Foundational** (5 years: 3 years
of pre-school plus Classes 1 and 2, ages 3 to 8), **Preparatory** (Classes 3 to
5), **Middle** (Classes 6 to 8) and **Secondary** (Classes 9 to 12). As a primary
teacher, you work mainly in the foundational and preparatory stages.

### Assessment: CCE

**Continuous and Comprehensive Evaluation (CCE)** means assessing learners regularly
and across all areas of development, not just through one final exam. **Formative**
assessment happens during learning to guide teaching; **summative** assessment happens
at the end of a unit or term to measure learning.

## Key thinkers in child development

  |  Thinker |  Key idea |  Classroom meaning |
   | Jean Piaget | four stages of cognitive development: sensorimotor, pre-operational, concrete operational, formal operational | primary children (about 7 to 11) learn best with concrete objects and real experiences |
 | Lev Vygotsky | zone of proximal development (ZPD) and scaffolding; learning is social | support learners with hints and group work, then withdraw help gradually |
 | Jerome Bruner | three modes of representation: enactive, iconic, symbolic; discovery learning | move from doing, to pictures, to symbols |
 | Lawrence Kohlberg | moral development in three levels: pre-conventional, conventional, post-conventional | discuss real dilemmas; understand children’s reasons for right and wrong |
 | Howard Gardner | multiple intelligences | use varied activities so different strengths are valued |
 | B. F. Skinner | operant conditioning and reinforcement | use praise and feedback thoughtfully |

### Memory aid

For Piaget’s stages, remember **“Some People Can Fly”**: **S**ensorimotor, **P**
re-operational, **C**oncrete operational, **F**ormal operational.

### Exam focus

 * Know the year and one or two big ideas for each policy.
 * RTE covers children aged 6 to 14.
 * Do not confuse Vygotsky’s ZPD with Piaget’s stages, or Bruner’s modes with Piaget’s
   stages.
 * In scenario questions, child-centred, inclusive and non-punitive options are
   usually aligned with these policies.

### Example

A question describes a Class 2 child who cannot add without counters. Knowing Piaget,
you recognise that young children often need concrete materials, so the best teaching
response is to provide counters and gradually move to pictures and numbers, not
to scold the child or force abstract methods.

## Key takeaways

 * NCF 2005 emphasises linking learning to life and moving away from rote learning.
 * The RTE Act 2009 guarantees free and compulsory education for ages 6 to 14.
 * NEP 2020 introduced the 5+3+3+4 structure and a focus on foundational literacy
   and numeracy.
 * Piaget, Vygotsky, Bruner, Kohlberg, Gardner and Skinner appear throughout CDP.
 * Scenario answers usually favour child-centred, inclusive, supportive practice.

## Practice

 1. The RTE Act 2009 covers children of which age group?
 2.   * (A) 3–8
      * (B) 6–18
      * (C) 5–15
      * (D) 6–14
 3. The “zone of proximal development” was proposed by:
 4.   * (A) Piaget
      * (B) Skinner
      * (C) Vygotsky
      * (D) Kohlberg
 5. NEP 2020 recommends which school structure?
 6.   * (A) 10+2
      * (B) 5+3+3+4
      * (C) 4+4+4
      * (D) 8+4
 7. Bruner’s three modes of representation are:
 8.   * (A) enactive, iconic, symbolic
      * (B) sensorimotor, concrete, formal
      * (C) id, ego, superego
      * (D) conventional, pre-conventional, post-conventional
 9. A teacher assesses learners regularly through observation, projects and quizzes
     during a unit to improve teaching. This is:
 10.  * (A) summative assessment
      * (B) a board examination
      * (C) formative assessment
      * (D) norm-referenced selection

Answers and explanations (tap to show)

 1. (D) 6–14. The Act guarantees free and compulsory elementary education for this
    age group.
 2. (C) Vygotsky. Piaget proposed stages of cognitive development, not the ZPD.
 3. (B) 5+3+3+4, replacing the older 10+2 structure.
 4. (A) Enactive, iconic, symbolic. Option (B) mixes up Piaget’s stages, and (D) is
    Kohlberg.
 5. (C) Formative assessment happens during learning to guide teaching; summative comes
    at the end.
